This is a district town, Arwal, to be precise, not a village in the midst of nowhere.

A child tells us there is never any electricity. The whole town depends on generators.

Just then, a person comes up from behind and admonishes the child. He says electricity is ample. "We have load-shedding for around 4 hours everyday, otherwise everything is fine."

But he seems to be the only one getting electricity. Everyone else agrees there is never any electricity.

"He must be from the RJD," a local helpfully informs.

One is inclined to go with the majority, and in any case there are no wires hanging from electric poles.

While having chai at a local shop, the owner tells us the road in the picture has been built at least five times on paper.

A few minutes later, a helicopter -- mostly likely carrying Chief Minister Rabri Devi and her husband, RJD chief Lalu Yadav, we are told -- flies overhead.
