UP panel recommends sacking 'unparliamentary' MLAs

The single-member Commission constituted to enquire into the October 21 violence in the Uttar Pradesh Vidhan Sabha has recommended immediate termination of membership to the legislators involved.

Commission chairman Achal Behari Srivastava submitted his report to Vidhan Sabha Speaker Kesri Nath Tripathi on Monday. He has recommended institutional training for legislators to acquaint them with parliamentary practices.

This, the Commission said, was desired because the legislature, the judiciary and the educational institutions could not be run with the general police's help.

He said he had also suggested installation of unbreakable sound system in the House.

Srivastava said he had devoted one whole chapter on parliamentary behaviour. He was of the opinion that intolerance was the main cause of the decline in parliamentary practices.

He observed the probe conducted by him was the first of its kind as it was for the first time that inquiry into incidents occuring inside the House was entrusted to the judiciary.

Srivastava, who presented the report after a three-and-a-half month probe, was appointed by the speaker on November 20.
