Ashrafi alias Aziz, a suspected Inter-Service Intelligence agent, was arrested by the Hyderabad police from the old city on Tuesday night.
One pistol was recovered from him.
Ashrafi had planned to set off an explosion at a place of worship in Ayodhya. He was also planning to create disturbances in Hyderabad.
