Pakistan is all set to celebrate its annual 'Kashmir Day' on Wednesday with official rallies and functions, though President Pervez Musharraf will not deliver his customary speech in Pakistan-occupied Kashmir, as he is away on a visit to Russia.

Instead Islamabad will host Prime Minister Mir Zafarullah Khan Jamali's address of a joint session of the Legislative Assembly of PoK and the Jammu and Kashmir Council, a state body consisting of top Pakistani and PoK officials.

These are seen as signs of a possible shift in Pakistan's Kashmir policy, from hardline to moderation.

According to reports in the state media, Jamali is expected to express the solidarity of his government and people with the Kashmiris.

For the past few years, Musharraf used to address the PoK assembly on the occasion and make strong statements on Pakistan's commitment to keep Kashmir on top of its agenda in Indo-Pakistan relations.

But since February 2002, much to their dismay, Musharraf banned two Islamic militant groups, the Jaish-e-Muhammad and the Lashkar-e-Tayiba, which engaged in cross-border terrorism in Jammu and Kashmir.

At the height of military tensions between India and Pakistan in 2002, he also gave an undertaking to the United States to halt infiltration.

But in recent weeks, US officials have supported the Indian stance that infiltration continues.

The rumblings within Pakistan are coming to the fore, with Abdul Qayyum, chairman of Pakistan's Kashmir Committee and former president and prime minister of PoK, publicly suggesting the acceptance of the Line of Control as an international border between India and Pakistan.
